proposed amendment to Illinois Constitution on racism

Below the fold is a proposed amendment to the Illinois Constitution to be a first step toward making Illinois a state committed to reducing racism over the long haul.

I believe it would make Illinois the first state to be anti-racism (as opposed to "race neutral" in the constitution). It also explicitly links racism to white supremacy.

The theory is that Illinois would obligate itself to quantify racism & work toward reducing racism over time.

1. The United States was founded as a White Supremacist (racist) country. Vast wealth was transferred from Blacks, Native Americans, Mexicans and other groups to Whites.
2. The racist values of the United States were absorbed into Illinois culture and policy. Racism is structural and causes people to reinforce biases without necessarily making a moral decision to be racist.
3. Racism continues to impede the people of Illinois reaching their full potential and being free of molestation by the state.
4. Illinois government shall use appropriate methods to quantify racism.
5. The State of Illinois shall have a goal of reducing racism over time.
6. The commitment to reducing racism shall include spending revenue on programs and policies that reduce racism.
7. The State of Illinois shall have a body that evaluates whether laws passed by State Government reinforce racism, increase racism or reduce racism. The powers of this body to review policies of units of government within Illinois shall be prescribed by law.
